Kelly Marrocco and Sarah Coyle-Etro at this Thursday's meeting. 

Kelly is the Housing Development Program Manager for Loudoun County.  She manages the County’s largest affordable housing program called the Affordable Dwelling Unit (ADU) program that manages over 2100 purchase units and more than 320 rental units.  Kelly also oversees the management of units delivered through the County’s proffer system for Unmet Housing Needs Units (UHNU) and the County’s home improvement programs.  She manages the non-profit requests for the County’s Housing Funds Application and is staff liaison to the Affordable Dwelling Unit Advisory Board (ADUAB).  In the recent past, she managed the County’s Neighborhood Stabilization Program (NSP).  Before coming to the County, Kelly was a senior loan officer for 18 years specializing in FHA loans.  She is a graduate of George Washington University with a BA in Economics and has a Master’s Certificate in Local Government Administration from Virginia Tech.  She lives in Loudoun County with her husband of 20+ years and two children.

Sarah is the Assistant Director of the Loudoun County Department of Family Services (DFS). She oversees two large divisions of the Department—Adult and Family Services and Housing and Community Development-- comprised of 92 staff positions that support more than 30 programs in Housing, Benefits, Adult Protective Services, Career Support and Emergency Services. She is a 25-year employee of the County, having served as Assistant Director at DFS since 2007 and previously managed the County’s Comprehensive Planning Division in the Department of Planning. Sarah has an undergraduate degree in Sociology from Washington College and a Master’s degree in Urban and Regional Planning from Virginia Tech. She has lived in Loudoun County since 1991 with her husband and two daughters.
